What PrevailComply actually is

Certified payroll compliance software for small subcontractors on public works projects, read live from prevailcomply.com on 10 September 2026. It works alongside QuickBooks, Gusto and ADP to generate federal WH-347 forms and, its own page states, "California DIR-compatible XML" for manual submission. Its published material names California specifically; Washington appears only in one blog post about certified payroll and intents and affidavits, not as a core product feature.

What it costs

PrevailComply publishes three offers in the structured product data on its home page as read on 10 September 2026: Federal at $49, State at $89, and Multi-state at $110. Its /pricing route still returns HTTP 404, and the home-page offer data does not state a billing period, so this comparison does not infer one. HeldBack publishes $59 once for the closeout packet and $15 a month for ongoing monitoring on its own pricing page.

What each one actually checks

PrevailComply's blog post on Washington certified payroll states plainly that "your retainage doesn't release" without an approved Affidavit, and that the product helps track the Intent, monthly payroll and Affidavit sequence. It does not describe checking L&I's published Intent and Affidavit datasets against a specific company or contract; it is a payroll-report generator, not a lookup against the state's own published record. HeldBack reads the two published data.wa.gov datasets directly for one company name or UBI at a time and states what is on file, nothing inferred.

Which one is the right buy

A firm running certified payroll across California and several other states, generating WH-347 forms every month, gets real ongoing value from a payroll-report tool built for that job. A Washington contractor whose specific question is whether a named firm's Affidavit of Wages Paid is actually on file for a specific job, so retainage can release, is asking a narrower question that a payroll-report generator does not answer directly. HeldBack answers that one question, once, for $59, or on an ongoing basis for $15 a month.
