The free route: read L&I's published data yourself

Washington L&I publishes both the Statement of Intent and Affidavit of Wages Paid datasets as open data on data.wa.gov, keyed to each other by intent ID. A contractor can query both datasets directly for free and compare a company name or UBI by hand. The two files carry over a million rows each, and a genuine match takes reading the field structure correctly: a difference between the two datasets is not automatically a blocked contract, most of the gap is jobs still running or filings made on paper.

The certified-payroll-software route

PrevailComply, read live on 10 September 2026, is certified payroll compliance software built mainly around California DIR filing and federal WH-347 generation. Its home-page offer data lists Federal at $49, State at $89, and Multi-state at $110 without stating a billing period. Its own material addresses the Intent-to-Affidavit sequence for Washington in one blog post, not as a core product feature, and it does not describe checking L&I's published datasets against a specific company. The attorney route

A construction attorney can pursue a blocked retainage release directly, including a lien or a bond claim where one applies, billed at the firm's own rate rather than a published price. This is the right route once a contract is genuinely in dispute or a subcontractor is refusing to file. For confirming whether an approved Affidavit is simply on file yet, it is an expensive way to answer a question the published data already contains.
